Howard County Iowa - General Assistance
As a private non-profit, Northeast Iowa Community Action Corporation (NEICAC) Serves low - income individuals and families in the counties of Allamakee,
Bremer, Chickasaw, Clayton, Fayette, Howard and Winneshiek in Northeast Iowa.
NEICAC Operates a large variety of programs through it's seven county service area. Some, but not all, of these programs are:
Early Childhood Education (Head Start & Early Head Start),
Housing, Family Services,
EARL Pulbic Transit, and Energy Assistance.
Each program has it's own eligibility requirements.
The majority of the programs base eligibility on income.
